Arts, Creative and Cultural Industries
FutureNow received funding from the Department of Culture and the Arts to undertake a research project into education and training in the arts, creative and cultural industries. This research provided a comprehensive overview of:
- Course outcomes
- Number of new entrants
- Number of graduates
- Number and level of courses by industry sector and by occupational outcome
The research provided industry and the Department of Culture and the Arts with a picture of the total number, level and coverage of courses and the number of potential employees for the cultural, arts and creative industries in Western Australia.

Reframing the Future Community of Practice - Arts Sector 2008
Reframing the Future is a major workforce development initiative of the Australian and State and Territory governments. It assists in building the capacity of the Australian vocational education and training (VET) sector to support the implementation of the national training system and the aims of the Council of Australian Governments (COAG) and its national reform agenda.
FutureNow undertook a Reframing the Future project focusing on arts and events co-ordination, administration and management. The project formed a community of practice of arts co-ordinators, administrators & managers and VET providers to:
- Analyse the strengths and weaknesses of administration, event and management across funded arts organisations in Western Australia;
- Analyse the strengths and weaknesses of current administration, event and management training and professional development in Western Australia
- Analyse the small business specific needs in line with IBSA's report on Fresh Thinking about Management Skills for Small and Micro Businesses;
- Identify gaps in education and training delivery including skills sets;
- Increase the knowledge of VET of creative, cultural and arts sector members;
- Increase the knowledge of industry requirements of VET practitioners;
- Develop a shared understanding of and participation in, a community of practice for participating members.

PDSP Outdoor Recreation 2008
The Professional Development Support Program (PDSP) is a funding initiative of the WA Department of Education and Training under the State Training Quality Committee. The purpose of the PDSP is to support VET professionals to gain skills and knowledge required to adapt to the continuing changes related to the National Skills Agenda. The project aims to promote and support project-based professional development activities.
FutureNow undertook a PDSP project focused on developing consistency amongst private and public training providers and schools delivering outdoor recreation qualifications from the SRO03 Outdoor Recreation Training Package. A series of workshops were held from May - September 2008 and provided a forum and opportunities for participants to:
- Network and share information on assessment documents and delivery methods with other providers of Outdoor Recreation qualifications and units of competency
- Find out more about AQTF 2007 and how it applies to the Outdoor Recreation Training Package
- Engage with experts in the outdoor recreation and education and training industries
- Form a collaborative and consistent approach to training and assessment in the outdoors industry

Reframing the Future Community of Practice - Fitness Sector 2007
The outcome of this project saw the development of a community of practice in the fitness sector and resulted in the development of industry, RTO and University partnerships in order to identify delivery outcomes across the VET and university sector. It assisted in the creation of pathways to university and industry from TAFE, and reviewed the quantum of training in line with industry requirements.

Reframing the Future Industry Training Network - Outdoor Recreation Sector 2007
The outcome of this project saw the development of an effective industry training network to oversee the development of industry and RTO partnerships to work towards identifying, developing and delivering industry required skill sets and/or qualifications that are cost effective, timely and relevant. As a result of this project, progress is currently being made into implementing and developing Outdoor Recreation delivery through TAFE that will meet training and industry requirements. National Change Agent - Reframing The Future 2006
This project focused on the divide between industry and Registered Training Organisation (RTO) delivery which has been identified as a significant barrier to the effective implementation of training packages. This issue is considered to be a VTE system wide problem, and this project could not and does not purport to provide a global solution. FutureNow Executive Director, Mal Gammon used this project as a national change agent to progress incremental change in an industry sector where improved and/or new industry and RTO partnerships would be beneficial and is considered achievable. Reframing the Future – Training in the Equine Industries 2005
The equine industry is currently covered by 5 national training packages plus an accredited course, as follows:
• Sport Industry Training Package-Equestrian • Rural Production Training Package-Breeding • Animal Care and Management Training Package - Veterinary and Animal Care • Non Training Package-Certificate III in Farriery • Outdoor Recreation Training Package - Trail Riding • Racing Training Package-Thoroughbred and Standard Bred Racing This project aimed to examine the possibility of developing a skills set that describes the crucial training required for employability in a largely unmapped sector. Communities of Practice - Reframing The Future
By bringing together key stakeholders in the WA Television industry in a community of practice, this project:
- Increased industry understanding and awareness of the VET sector
- Provided training providers with access to an industry driven network
- Provided the option for industry based organisations to work toward innovative learning and development solutions to industry specific issues such as increasing casualisation, increasing gaps in knowledge between younger and often more technically able workers with older more experienced workers
- Provided the opportunity for industry training champions (ABC) to model and promote VET
- Provided the opportunity for industry representatives to explore traineeship options within this sector.

Moderation and Validation 2005
In 2005, the Council responded to a request from the Department of Education and Training to conduct moderation and validation through a series of facilitated workshops.
During the first 6 months of 2005, the Council delivered three workshops covering the following training packages: • Sport and Recreation • Visual Arts Craft and Design • Music
Department of Sport & Recreation 2005
The contract with the Department of Sport and Recreation for 2005 involved the Council undertaking the following work:
- Implement recommendations from the ITC’s Play to Work project for youth at risk (undertaken in 2003/04), namely promotion of the tools and education seminars for industry practitioners.
- Enhance and expand the utility of information for prospective Western Australian students for careers in sport and recreation:
(a) Integrate the WA Careers Guide into the national ‘Insportandrecreation’ website. (b) Develop and import 10 case studies of graduates from sport and recreation courses in WA, embracing tertiary and vocational education and training.
- Continue to facilitate professional development opportunities in sport and recreation:
(a) Undertake a training needs analysis of selected roles; ie executive/chief executive officer, in the sport sector. (b) Develop a vocational education and training qualification/training outline for the ‘dry’ side of community recreation. (c) Conduct research into the current state of skills held by people working in a recreational capacity with seniors in a variety of contexts including local government, recreation centres, fitness centres and retirement villages
This work was carried out by David Love of Workplace Skills Management under contract to the Council and Mal Gammon during 2005. David has worked for the Council in several different areas in the past, particularly in sport and recreation.
Digital Content Feasibility Study 2004
This feasibility study was conducted as a joint project between the Department of Education and Training, the Department of Industry and Resources and the Department of Culture and the Arts. The project was born from the recognition at a national and international level of the potential for new business opportunities based on the application of creative content to information and communication technologies. The focus of the study was to identify within the broad range of digital content applications the most likely areas for the development of viable markets for a Western Australian industry and to examine the feasibility of pursuing an industry cluster approach in this area. The participating agencies sought guidance on the requirements for enabling a viable industry cluster in WA including guidance on the skill development needs.
The Arts Sport and Recreation Industry Training Council provided general marketing support to the Study which included:

Assisting in the development of a data base of industry contacts

Advertising and organising workshops. A series of consultation and validation workshops were held as part of the process

In conjunction with West One and SM2, the Council established and maintained a web site as an easy access point for people interested in the study

Preparing media releases or other advertising strategies to raise awareness of the study

Department of Sport & Recreation 2004
The Council previously provided a range of activities for the Department of Sport and Recreation under a contract for service during 2003-4. These activities included: • Facilitation and coordination of Communities of Practice in sport and community recreation sectors • Development of a framework for DSR grants scheme • Revision of sport and recreation Careers Guide • Making skills recognition opportunities more widely available for sport/recreation • Mapping sport education delivery State wide and developing strategies to bridge gaps • Improving access to culturally appropriate sport education for rural and remote Indigenous Communities. • Provision of more flexible and innovative training modes • Establishing traineeships with five new sports • Increasing employment of Aboriginal people as trainees in remote/rural areas
Arts Industry Training Needs Analysis 2004
This project involved FutureNow facilitating a review of training needs of the arts, media and entertainment sectors in Western Australia. This involved an internal review of the training needs of the Western Australian performing arts, visual arts, applied arts, craft, design, media and entertainment sectors. The review was agreed upon following consultations between the Department of Culture and the Arts and the Department of Education and Training. The Minister for Education and Training approved the review in April 2005. Natalie Jenkins, who was previously the General Manager of the Perth Theatre Company was engaged to project manage the review.
